CHILD SAFEGUARDING

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE

The Senior Project Officer will be responsible for leading the day-to-day implementation of health referral and case magnet activities, ensuring timely delivery, high quality, and full compliance with donor requirements. Working under the supervision of the Project Manager, this role requires strong coordination with internal stakeholders, healthcare providers, and public institutions to support community-level health activities and strengthen the resilience of public health systems serving refugees, migrants, and vulnerable host communities

  • Key Responsibilities
  • Project Implementation & Coordination

Directly manage and supervise the health team, ensuring clear roles, balanced workloads, and effective coordination, while providing technical support as needed.

  • Lead the implementation of Referral process, ensuring high-quality service delivery and compliance with stakeholder requirements.
  • Oversee and strengthen all e-referral processes, ensuring efficiency, accuracy, and quality.

Maintain and support in expanding the network of healthcare service providers, ensuring timely and cost-effective medical services, while identifying and highlighting any gaps or needs.

  • Coordinate facility assessments, procurement of medical equipment, and healthcare provider training in line with assessment findings.
  • Follow up on and supervise the operational progress of any implementation partners, if applicable

Support and oversee the medical claims cycle, ensuring all payments are reviewed with high medical accuracy, processed on time, and fully supported by the required documentation.

  • Respond to any inquiries related to the medical claims review process, both internally and externally.
  • Support in tracking and monitoring cash advances, ensuring full alignment with SCI policies and procedures
  • Team Leadership & Staff Development
  • Provide regular coaching, mentoring, and performance feedback to Officers / Medical Coordinators, and CHWs.
  • Facilitate team planning sessions to ensure alignment with project objectives and timelines.
  • Support capacity building of team members in technical areas, SCI standards, safeguarding, and accountability
  • Technical Oversight & Quality Assurance
  • Set regular meetings with Medical Coordinators and volunteers to monitor service quality and beneficiary satisfaction.
  • Ensure safeguarding, confidentiality, and data protection standards are applied in all activities.
  • Monitoring, Evaluation, and Reporting

Work closely with the MEAL team to track progress against project indicators, ensuring timely and accurate data collection from medical and psychosocial teams.

  • Contribute to donor progress reports, case studies, and success stories.
  • Participate in review and learning meetings to address implementation challenges and share lessons learned.
  • Stakeholder Engagement & Representation
  • Build and maintain effective relationships with local health authorities, UN agencies, NGOs, and community representatives.
  • Represent the project in technical working groups, cluster meetings, and coordination forums as delegated by the Project Manager.
  • Promote beneficiary participation and feedback mechanisms in both health and psychosocial activities
  • Risk Management & Compliance
  • Identify and escalate operational, security, or beneficiary safety risks to the Project Manager.
  • Ensure all team members comply with SCI and donor policies, including health and safety, procurement, and safeguarding procedures.
  • Support the Project Manager in resolving bottlenecks and implementing mitigation measures

QUALIFICATIONS

  • Bachelor’s degree of medicine with successful completion of medical residency.
  • Master’s Degree in a medical specialty/ health care management is highly preferred.

EXPERIENCE AND SKILLS

  • Essential
  • Minimum
  • 5–7 years of professional experience
  • in the medical field, preferably in emergency medicine, general medicine, surgery, or public health.
  • At least
  • 3–5 years of experience
  • managing health projects, preferably with NGOs/ INGOs, UN agency, or humanitarian organization.
  • Demonstrated experience in project planning, implementation, monitoring, and reporting.
  • Strong report writing, documentation, and analytical skills.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Strong interpersonal, communication, and coordination skills, with the ability to work effectively with diverse stakeholders.
  • Excellent command of written and spoken English.
  • Desirable
  • Knowledge of Child Safeguarding, Protection, and humanitarian principles.
  • Previous experience working with refugees, asylum seekers, or other vulnerable populations.
  • Experience coordinating with government health authorities, UN agencies, and local or international NGOs.
  • Experience in emergency health response, health systems strengthening, or humanitarian programming.
  • Familiarity with donor compliance and reporting requirements (e.g., ECHO, EU, UN, USAID, or similar donors) is an asse
