This role sits within EcoSecurities’ Policy and Markets Advisory (PMA) unit, a specialist climate-policy and carbon-markets advisory team that works with multilateral organisations, governments and donors, principally across Asia-Pacific and Africa.
The team advises on climate governance, carbon market design, and climate finance architecture, with a distinctive advantage: as part of EcoSecurities, it is embedded within an active project developer and financier, ensuring its advice is grounded in real-world project origination, structuring, and delivery rather than theory alone. For policy and markets professionals, it offers the rare combination of high-level advisory work and genuine proximity to implementation – a focused, fast-growing practice that operates with the agility of a boutique inside an established global firm.
Job Summary
This is a unique opportunity to join one of the most established companies in the climate solutions and carbon market space. The Origination Manager will be the owner of EcoSecurities’ proposal development process within the Policy and Markets Advisory (PMA) unit, leading the end-to-end preparation of competitive bids and proposals for multilateral organisations, governments and donors. Working across a globally distributed team, the Origination Manager takes full ownership of the administrative and compliance requirements of submissions, coordinates the gathering and integration of technical inputs and methodological content, advises on project-team composition, and acts as the central liaison with internal support functions, Finance, Legal, Operations and Human Resources, to secure the corporate information and documentation each proposal requires. This is a pivotal, high-autonomy role for an established proposal professional who brings structure, discipline and ownership to a fast-moving pipeline. - Main Responsibilities
- Act as the sole, end-to-end owner of the proposal development process, from opportunity identification and bid / no-bid assessment through to submission, ensuring every proposal is delivered to a high standard and on time and in close coordination with the team.
- Take full ownership of the administrative and compliance requirements of each submission, including procurement-portal registrations, eligibility and mandatory documentation, certifications, and formatting and packaging to the specific requirements of each tender
- Coordinate with technical team members to gather, structure and integrate methodological content and technical inputs into proposals.
- Coordinate with team members and unit leadership on project-team composition, identifying and securing the right mix of in-house and associate experts for each bid.
- Engage proactively with internal support functions, Finance, Legal, Operations and Human Resources, to obtain the corporate information, financial statements, legal documentation and approvals required for proposal development. This will require close coordination with colleagues and leadership primarily working in European time zones.
- Establish and manage the proposal calendar, milestones and internal review cycles, holding contributors accountable to deadlines across multiple geographies and time zones.
- Build and continuously improve a library of reusable proposal assets, CVs, project references, capability statements, corporate boilerplate and standard annexes.
- Monitor procurement portals and the opportunity pipeline, ensuring deadlines, clarification rounds and submission requirements are captured and actioned.
- Liaise with external partners, sub-consultants and consortium members on documentation and inputs where joint bids are pursued.
- Drive consistency, quality and brand compliance across all proposal outputs, conducting final reviews prior to submission.

Qualifications
- Essential
- University degree in a relevant discipline (e.g. business, economics, environmental science, international development, law, engineering, etc.).
- Proven track record of owning and delivering competitive proposals, tenders or bids from end to end, ideally in a consulting, advisory or professional-services environment.
- Demonstrated ability to manage administrative, compliance and submission requirements accurately and to firm deadlines.
- Desirable
- Experience in carbon markets, climate finance, environmental finance or international development.
- Familiarity with multilateral and donor procurement processes (e.g. World Bank, ADB, GGGI, GCF and bilateral agencies).
- Postgraduate qualification such as a Master’s degree or MBA.
- Experience
- 5+ years’ experience in proposal development, bid management, procurement coordination or a closely related function, with a clear record of working independently and owning the process.
- Experience coordinating multidisciplinary teams and external partners across multiple geographies and time zones.
- Skills and Knowledge
- Excellent written English and editing skills, with the ability to produce clear, compelling and compliant proposal content.
- Strong project- and time-management skills, able to run multiple concurrent proposals to firm deadlines.
- High proficiency in Microsoft Office (Word, Excel, PowerPoint); familiarity with collaboration and CRM tools (e.g. SharePoint, Planner, Pipedrive) an advantage.
- Ability to use AI-enabled tools, including Claude and similar platforms, to support proposal design, structure, drafting, review, and continuous improvement of proposal materials.
- Exceptional attention to detail and organisational discipline.
- Strong interpersonal and stakeholder-management skills, with the confidence to coordinate senior colleagues and support functions.
