Human Capital & General Affairs (HCM & GA) Assistant Manager

Key Responsibilities

Human Capital Management (HCM)

Develop and implement human capital strategies aligned with company objectives

Manage end-to-end HR operations, including recruitment, onboarding, career path management, compensation & benefit management including payroll system (HRIS), and employee relations

• Oversee performance management, talent development, and succession planning
• Ensure compliance with labor laws, company policies, and internal regulations
• Manage HRIS and ensure accurate employee data and reporting
• Act as a strategic business partner to management and division heads
• Foster a positive company culture and employee engagement initiatives

General Affairs (GA)

• Manage general affairs operations, including office facilities, assets, and inventory
• Supervise office maintenance, building management, and vendor coordination
• Handle company licenses, permits, and administrative compliance
• Manage company vehicles, security, housekeeping, and office services
• Control GA budget, procurement, and cost efficiency initiatives
• Ensure a safe, orderly, and well-maintained working environment

Qualifications

Bachelor’s degree in Human Resources, Psychology, Management, or a related field, master’s degree or HR certificate (e.g., SHRM-SCP, SPHR) preferred.

• Minimum 3 years of experience in Human Capital / HR Management, preferably in a managerial role
• Strong knowledge of labor regulations and HR best practices
• Experience handling recruitment, training program, compensation benefits, and HR operations
• Excellent leadership, communication, and problem-solving skills
• Proficient in HRIS and Microsoft Office
• Ability to work independently and collaboratively in a fast-paced environment
