This role is with the UK Department of Health and Social Care-funded, UK Health Security Agency-implemented, International Health Regulations Strengthening project. The project works in partnership with relevant public health stakeholders across Africa and Asia in order to better prevent, detect and respond to public health emergencies. The Indo-Pacific team works primarily through ASEAN in order to strengthen regional health security.
The team is working on surveillance with the Government of Indonesia who are leading on surveillance initiatives across ASEAN Member States, namely the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) Detection and Risk Assessment (DRA) Centre as well as the ASEAN Biological Threats Surveillance Centre (ABVC).
ACPHEED is intended to be a regional body addressing public health emergencies across ASEAN Member States. An establishment agreement is yet to be signed although Member States have outlined the scope of work for ACPHEED. As per the scope of work agreement for ACPHEED, Indonesia will lead on Detection and Risk Assessment including:
ABVC is an existing project under the ASEAN Health Cluster 2, covering regional biological threats surveillance and the detection of biological threats using public health intelligence, big data analysis, innovation, and multi-sectoral collaboration.
UKHSA is looking for a surveillance technical expert who will work with ACPHEED DRA, ABVC and any other surveillance initiatives under the IHR-SP Indo-Pacific team on a full-time basis. The technical expert will be supporting the development of ACPHEED DRA and ABVC through implementation of agreed upon workplans to enhance and bolster surveillance capabilities as well as responding to ad hoc requests for surveillance expertise. The duration of contract will initially be until March 2027 with the possibility of extension.
The post holder will also be required to fulfil IHR-SP monitoring, evaluation and reporting requirements and link in with surveillance experts across IHR-SP and UKHSA.
To lead on UKHSA IHR-SP surveillance technical work across the Indo-Pacific region, determine the strategy for regional surveillance work including the work plan, activity plan and any outputs generated.
To lead on IHR-SP surveillance stakeholder engagement and coordination across the region, including creating and maintaining relationships and partnerships, balancing priorities and competing interests, and determining the appropriate strategic approach for the work.
To develop ACPHEED DRA and ABVC, by leading on technical initiatives and training activities, determining what input is needed and how to progress the work autonomously, guided by agreed upon roadmaps (such as the ASEAN Health Development Agenda 2026-2030) and workplans (such as the ACPHEED Surveillance Roadmap), help creating a sustainable approach to surveillance information flows across the region.
To provide technical input, advice and recommendations, identifying problems and implementing solutions independently, using innovative approaches, working with ASEAN Member States on progressing and increasing the effectiveness of regional surveillance in terms of detection, verification, risk assessment and reporting.
To independently lead and design bespoke trainings based on the identification of training and capacity gaps, and determine where budget should be allocated within the surveillance workstream, including potentially beyond the South East Asia region, on behalf of the IHR-SP Indo-Pacific team.
