Position
Head of HRBP & GA
Location

SUMMARY
- Our client is a fast-growing Agriculture Group which operates multiple commercial agriculture sites in Indonesia.
- We are searching for a
- Head of HRBP & GA
- who will be responsible for developing and overseeing the Group's overall Human Resources and General Affairs strategy.
- The role provides
- strategic direction, governance, policies, systems and organizational capability
- , while ensuring consistent HRGA standards across all the farming sites.
The Head of HRBP & GA will also lead and develop the HRGA Managers on-site and ensure that HRGA team supports the Group's operational growth, workforce productivity and employee engagement.
KEY RESPONSIBILITIES
- Group HR Strategy & Organization
- Partner with senior leadership team to develop and implement the Group's HRGA strategies that are aligned with business objectives.
- Establish the appropriate organizational structure and manpower framework across farms.
- Develop overall workforce planning and manpower productivity strategies.
- Establish HR policies, procedures and standards across the Group and ensure consistent implementation across farms.
- Establish appropriate HR controls and audit mechanisms.
- Provide HR insights and recommendations on overall organization effectiveness, productivity, labour cost and people risks based data collected.
- Build a high-performance, accountable and employee-focused culture.
- Workforce Planning & Manpower Strategy
- Consolidate manpower requirements from all the farms.
- Develop Group-level manpower plans and workforce budgets.
- Monitor and control total manpower cost against budget.
- Develop strategies to improve workforce productivity and retention.
- Lead strategic workforce planning for business expansion.
- Manage manpower outsourcing vendors.
- Payroll
- Manage the end-to-end payroll process for HQ and corporate-level employees.
- Coordinate closely with Finance to ensure accurate and timely payroll processing and payment.
- Review and approve site payroll submissions to ensure accuracy, compliance and adherence to Group policies.
- Compensation & Benefits
- Develop Group compensation structures and establish appropriate grades and benchmarking.
- Develop incentive schemes for operational workers where appropriate.
- Review overtime, allowances and other workforce costs.
- Ensure compensation practices remain competitive and financially sustainable.
- Benchmark compensation against relevant agricultural, manufacturing and FMCG labor markets
- Organizational Development
- Establish Group talent management and succession planning frameworks.
- Identify critical positions and succession requirements.
- Identify high-potential employees throughout the organization and build internal talent pipelines for future management requirements.
- Develop overall training and capability-building frameworks for the key functions in the organization
- Establish organization-wide training and development priorities.
- Performance Management
- Design and develop company-wide performance management framework and systems.
- Cascade company and departmental KPIs into individual objectives.
- Conduct performance reviews and facilitate performance improvement plans.
- Develop reward and recognition programs linked to productivity and business performance.
- Talent Acquisition & Onboarding
- Develop and execute recruitment strategies for corporate/HQ level skilled workforce to support the business growth.
- Direct and manage the recruitment and selection processes.
- Direct and manage the employee onboarding programs.
- Employee Relations & Labor Relations
- Establish Group-level employee relations strategy and ensure Group HR practices comply with applicable Indonesian manpower laws and regulations
- Handle major, sensitive or high-risk employee relations matters.
- Manage significant labour disputes and escalated disciplinary cases.
- Develop relationships with relevant external labour authorities where required.
- Leadership of HRGA Managers
- Recruit, lead, coach and develop the site HRGA Managers.
- Establish clear KPIs for each HRGA Manager.
- Conduct regular performance reviews.
- Share best practices between farms.
- Ensure HRGA Managers have the capability to independently manage their farm workforce.
- General Affairs Governance
- Establish Group standards for all GA services such as Worker accommodation, Transportation, Security, Facilities, Canteen / welfare facilities, Company assets
- Ensure farms implement appropriate GA standards.
- Monitor GA costs and operational effectiveness.
REQUIREMENTS
- Bachelor's degree in Human Resources, Business Administration, Management or related discipline.
- Minimum
- 10 years of progressive HR experience
- , with at least 3 years in a leadership position, preferably including experience managing HR for labour-intensive operations.
- Proven experience managing
- large blue-collar workforces
Experience in agriculture, plantation, manufacturing, food production, logistics, construction, mining, hospitality or other labor-intensive industries preferred.
- Strong knowledge of Indonesian manpower regulations.
- Demonstrated experience in workforce planning, employee relations, recruitment and organizational development.
- Strong leadership experience managing HR teams across multiple locations.
- Strong analytical and business partnering capabilities.
- Strong communication and stakeholder management skills.
- Fluency in Bahasa Indonesia and English.
- Willingness to travel regularly to farming operations.
