to lead its people strategy, strengthen HR governance, and build a high-performing organization capable of supporting long-term business growth.

- The
- Head of Human Resources & General Affairs (HRGA)
serves as the strategic leader responsible for overseeing the company's end-to-end Human Resources and General Affairs functions. This role combines strategic leadership with hands-on operational execution, ensuring that people, policies, systems, and organizational capabilities effectively support business objectives within a highly regulated fintech environment.
Working closely with Executive Leadership and department heads, you will lead the full employee lifecycle, including Talent Acquisition, Compensation & Benefits, Payroll, Performance Management, Industrial Relations, Learning & Development, HR Compliance, HRIS, Organizational Development, and General Affairs. You will also play a key role in organizational transformation, policy development, workforce planning, and fostering a high-performance culture across the organization.
- Key Responsibilities
- Strategic HR Leadership
- Develop and execute HR strategies aligned with the company's business objectives and long-term growth plans.
- Lead organizational development, workforce planning, and change management initiatives.
- Establish HR policies, SOPs, governance frameworks, and best practices that support operational excellence.
- Drive HR digitalization initiatives, including HRIS and process automation.
- Human Resources Operations
Oversee the complete employee lifecycle, including onboarding, confirmation, performance management, promotion, employee movement, and offboarding.
- Ensure efficient HR operations while continuously improving employee experience and operational effectiveness.
- Monitor HR metrics and provide data-driven recommendations to executive management.
- Recruitment & Talent Acquisition
- Lead recruitment strategies and workforce planning across all business functions.
- Develop sourcing strategies to attract, hire, and retain high-quality talent.
- Partner with department leaders to understand manpower requirements and succession planning.
- Monitor recruitment performance through KPIs such as time-to-hire, quality-of-hire, and recruitment efficiency.
- Compensation, Benefits & Payroll
- Develop competitive compensation structures and employee benefit programs.
- Oversee monthly payroll processing, PPh 21 taxation, BPJS administration, and statutory reporting.
- Lead salary benchmarking, annual salary reviews, incentive schemes, and performance-based reward programs.
- Collaborate with Finance to manage payroll budgets and workforce costs.
- Industrial Relations & HR Compliance
- Ensure full compliance with Indonesian Employment Law, OJK regulations, and all statutory requirements.
- Manage employee relations, disciplinary processes, grievances, labor disputes, and termination cases.
- Maintain relationships with government institutions, including Disnaker and other regulatory bodies.
- Conduct compliance audits and proactively mitigate employment-related risks.
- Learning & Organizational Development
- Design and implement leadership development, learning, coaching, and succession planning programs.
- Drive employee engagement initiatives and foster a high-performance organizational culture.
- Evaluate training effectiveness and continuously improve organizational capabilities.
- General Affairs Management
- Oversee office operations, facilities management, vendor management, workplace safety, security, and asset administration.
- Establish efficient General Affairs policies and procedures to support daily business operations.
- Monitor administrative budgets and optimize operational expenditures.
- Leadership & Stakeholder Management
- Lead, mentor, and develop a high-performing HR & GA team.
- Build strong partnerships with executive leadership and department heads to align HR initiatives with business priorities.
- Promote collaboration, accountability, and continuous improvement across the organization.
- Candidate Requirements
- Education
Bachelor's Degree (S1) in one of the following disciplines
- Human Resources Management
- Business Administration
- Psychology
- Law
- Management
- Industrial Engineering
- Organizational Development
- Other related disciplines
- Professional HR certifications such as
- SHRM, HRCI, CHRP, or equivalent
- will be considered an advantage.
- Experience
- Minimum
- 10 years of progressive Human Resources experience
- , including at least
- 5 years in a senior HR leadership position

- Experience supporting OJK-regulated organizations is highly preferred.
- Technical Skills
- Strong knowledge of Indonesian Employment Law and Industrial Relations.
- Deep understanding of payroll administration, PPh 21 taxation, BPJS, and statutory compliance.
- Experience designing compensation structures, employee benefits, and performance management frameworks.
- Strong knowledge of HR Operations, HR Governance, HRIS, and organizational policy development.
- Experience implementing HR transformation and organizational change initiatives.
