What You Will Do
- Lead and oversee the
- Recruitment & Development function
- , ensuring manpower requirements and employee development initiatives are effectively managed in alignment with business needs.
- Monitor and evaluate
- Manpower Planning, recruitment needs, recruitment pipeline, fulfilment, and recruitment performance
- across all departments and branches.
- Develop and improve
- recruitment strategies and processes
- to ensure the organisation attracts and hires qualified candidates who meet the required competencies and cultural fit.
- Identify employee development needs through
- Training Needs Analysis (TNA)
- and design, implement, and evaluate relevant training and development programmes.
- Develop and maintain
- Competency Frameworks, Competency Matrices, Career Paths, Individual Development Plans (IDP)
- , and other employee development programmes.
- Develop and manage the
- Performance Management System
- , including
- KPI development, performance reviews, performance evaluation, and performance improvement initiatives
- Lead
- Talent Management initiatives
- , including talent mapping, succession planning, career development, and employee retention programmes.
- Drive
- Organisation Development (OD)
initiatives, including organisational structure, job analysis, job descriptions, job evaluation, manpower effectiveness, and organisational design.
- Develop, review, and continuously improve HR systems, policies, and processes related to
- Recruitment, Learning & Development, Performance Management, Talent Management, and Organisation Development
- Partner with Management and Department Heads to identify
- manpower requirements, competency needs, development priorities, and succession planning
Requirements
- Bachelor's Degree in
- Psychology, Human Resources, Management, or a related field
- Minimum
- 5–7 years of experience
- in Human Resources, particularly in
- Recruitment, Learning & Development, Organisation Development, Talent Management, or Performance Management
- , with at least
- 2–3 years in a managerial, supervisory, or leadership role
- Proven experience leading
- Recruitment & Development
- or a similar HR function covering both talent acquisition and employee development.
- Strong knowledge and hands-on experience in
Organisation Development (OD), Talent Management, Performance Management, Competency Management, Learning & Development, and Manpower Planning
Proven experience developing and implementing
KPI/Performance Management Systems, Competency Matrices, Training Needs Analysis (TNA), Career Paths, Talent Mapping, and Succession Planning
- Strong understanding of
- job analysis, job evaluation, organisational structure, workforce effectiveness, and organisational design
- Strong analytical and problem-solving skills, with the ability to translate
- HR/People data into actionable business insights and recommendations
- Strong leadership, strategic thinking, stakeholder management, communication, and interpersonal skills.
- Able to work both
- strategically and hands-on
- , with the ability to translate business needs into practical people strategies and development programmes.
- Advanced proficiency in
- Microsoft Excel/Google Sheets
- and comfortable working with HR data, reports, and analytics.
- Experience in a
- multi-branch, fast-growing, retail, showroom, or service-based organisation
- is highly preferred.
